RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for CARES Act Grant Agreement Development Addendum No. 3-06-0010-059-2024 in the amount of $7,036,562; 

2.                     Authorize the Director of Aviation, or designee thereof, to execute future amendments to CARES Act Grant Agreement Development Addendum 3-06-0010-059-2024, after review by County Counsel, Risk Management, and the County Administrative Office; 

3.                     Receive and file the bids for Rehabilitation of ACV North and South Parking Lots, Project Number AV-2023-02;

4.                     Award the contract to Mercer Fraser Company for the total amount of $5,886,425; and

5.                     Authorize the Director of Aviation to execute a Construction Project Agreement that is substantially similar to the sample agreement attached hereto with Mercer Fraser Company, for an amount not to exceed $5,886,425, upon submittal of the appropriate bonds and insurance

DISCUSSION:

In June 2020, the Department of Aviation was awarded a Coronavirus Aid, Relief, and Economic Security Act (CARES) Act Airport Grant in the amount of $16,974,092.  In March 2022, a presentation was brought before your Board outlining the timeline and implementation plan of the recommended projects and associated costs.  One of the improvement projects outlined during that  presentation was the rehabilitation of the California Redwood Coast-Humboldt County Airport (ACV) north and south parking lots.  The FAA has since implemented a new process for utilization of CARES Act Grant money on infrastructure projects.  This new process requires development costs to be split from the original grant via a development addendum.  Grant funding of $7,036,562 has been issued via a Development Addendum Grant No. 3-06-0010-059-2024 has been issued and transferred out of the original CARES Act Grant No. 3-06-0010-047-2020. 

 

On May 16, 2023, your Board approved the bid authorization for the California Redwood Coast-Humboldt County Airport (ACV) Parking Lot Rehabilitation Project and found that the project was exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines.  Work for this project includes replacement of parking lot pay booths with modernized electronic payment and customer service communications equipment, milling and removing dilapidated asphalt surfacing, leveling the surface area for ADA compliance, and replacing the asphalt with a new surface.  Electrical work associated with this project will include new pole locations to conform to the new parking lot spatial alignment and the installation of up to 8 new Electric Vehicle (EV) charging stations, of which at least four will provide Vehicle to Grid (V2G) capabilities.  Electrical engineering design expertise was provided by Cal Poly Humboldt-Schatz Energy Research Center (SERC) and Armstrong Consultants.  Additionally, Cal Poly Humboldt-SERC Engineers will provide technical expertise during installation of the EV charging infrastructure on the project.  Backup power, when the PG&E grid is out of service, to the EV charging infrastructure will be provided by the previously constructed Redwood Coast Airport Microgrid (RCAM) at the ACV Airport.

 

To meet Federal Aviation Administration (FAA) requirements, the public bidding process was conducted prior to receiving FAA Grant No. 3-06-0010-059-2024.  On May 31, 2023, the county received one (1) bid for the project by Mercer Fraser Company, which is attached hereto as Attachment 3. The total bid, inclusive of bid additive 1 and 2, was $6,511,425.17.  However, due to budgetary constraints, the Department of Aviation is not recommending funding of bid additive 1 or bid additive 2.  Bid additive 1 included two (2) additional dual chargers with associated connections, pavement markings and signage, and bid additive 2 included (23) additional dual chargers with associated connections, pavement markings, and signage. Therefore, the total Construction cost will be $5,886,425.  Total anticipated project costs are as follows:

On June 1, 2023, the Department of Aviation submitted a CARES Act Grant Development Addendum application for the above-mentioned project to the FAA.  The FAA has accepted, approved, and submitted a grant offer with a cumulative maximum obligation of $7,036,562, and has de-obligated the same amount from previously-accepted CARES Act Grant No. 3-06-0010-047-2020.

 

The Department of Aviation therefore recommends that the Board of Supervisors adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for CARES Act Grant Development Addendum No. 3-06-0010-059-2024 in the amount of $7,036,562; Authorize the Director of Aviation, or designee thereof, to execute future amendments to CARES Act Grant Development Addendum No. 3-06-0010-059-2024, after review by County Counsel, Risk Management, and the County Administrative Office; Receive and file the bids for Rehabilitation of ACV North and South Parking Lots, Project Number AV-2023-02; Award the contract to Mercer Fraser Company for the total amount of $5,886,425; and Authorize the Director of Aviation to execute a Construction Project Agreement that is substantially similar to the sample agreement attached hereto with Mercer Fraser Company, for an amount not to exceed $5,886,425, upon submittal of the appropriate bonds and insurance.

Narrative Explanation of Financial Impact:

Funding of $7,036,562 will be de-obligated from previously accepted FAA Grant No. 3-06-0010-047-2020 and awarded on FAA Grant No. 3-06-0010-059-2024 to cover 100% of the project costs for the ACV Parking Lot Rehabilitation Project.  There is therefore no net financial impact.

 

This amount of the attached project was budgeted in the adopted 2023-24 Aviation Enterprise Fund budget (3530381).  However, the Department of Aviation only estimates expending approximately 57%, or $4,000,000, of the total project costs in the current budget year.  The remaining 43%, or $3,036,562, will be included in the proposed FY24-25 budget.  There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute the attached Grant Offer, receive and file bids for the above-referenced project, award the contract to Mercer Fraser Company, or authorize the Director of Aviation, or designee thereof, to execute a Construction Project Agreement with Mercer Fraser.  However, the parking lot surface, pay booth, and electrical infrastructure continues to deteriorate after several decades without being addressed.  If the county does not pursue FAA funding to assist with this project, the entire cost of the project cost would need to be borne by the County of Humboldt.
