Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including the change orders approved by the Public Works Department, between McCullough Construction, Inc., and Humboldt County for construction of Mitchell Road (C4J090) at Post Mile 1.15 Storm Damage Project.

DISCUSSION:

On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides.  Mitchell Road (C4J090) Post Mile 1.15, in the Freshwater area of Humboldt County, experienced a significant slip that closed the westbound lane of the roadway. Mitchell Road is the only access for numerous residents beyond the failed roadway, and emergency temporary repairs were performed between winter and summer of 2017 to maintain essential traffic.

 

On May 2, 2018, the Humboldt County Department of Public Works (Public Works) received funding approval from FEMA to proceed with the Mitchell Road (C4J090) Post Mile 1.15 Storm Damage Project. Mark Thomas and Company subsequently prepared plans and specifications for the project based on a topographic survey of the damaged area prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates. The work consisted of constructing a soldier pile retaining wall, installing a water main and sub-drainage and storm drainage systems, restoring the roadway to original width, and installing sediment and erosion control items.

 

On Feb. 19, 2019, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Mitchell Road Post Mile 1.15 Storm Damage Project for bids. On March 26, 2019, the county received five (5) bids for the project. The project agreement was awarded to McCullough Construction, Inc., the lowest responsible bidder, on May 28, 2019. The award amount was $1,590,264.92, and contract change orders executed during the project decreased the authorized amount by $191,496.25.

 

Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by Public Works for this project.

 

FINANCIAL IMPACT:

Total construction costs for the Mitchell Road Post Mile 1.15 Storm Damage Project $1,398,768.67. This project was funded through Federal Emergency Management Agency Disaster funds (75%), the California Governor’s Office of Emergency Services (18.75%), and the Humboldt County Road Fund (6.25%). Construction costs were included in the fiscal year 2021-22 Road Fund Budget; therefore, the Mitchell Road Post Mile 1.15 Storm Damage Project will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board action is needed to accept the contract.
