RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Fortuna Veterans Hall Interior Improvements Project;
2. Award the Fortuna Veterans Hall Interior Improvements Project to the lowest responsible and responsive bidder, Adams Commercial General Contracting, Inc. for the total amount of One Hundred Sixty-Two Thousand and Seven Dollars ($162,007);
3. Approve the construction agreement with Adams Commercial General Contracting, Inc.; and
4. Authorize and direct Public Works Director or designee thereof to sign the construction agreement upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On Mar. 17, 2020, your Board approved staff recommendations to receive and approve the plans and specifications for the Fortuna Veterans Hall Interior Improvements Project and authorized the Clerk of the Board to advertise the project, pursuant to Section 22037 of the California Public Contract Code.
This project will upgrade the members-only lounge at the facility as well as make key life safety upgrades to the building, improving the means of egress system in order to keep all occupants safe in the event of an emergency. Public Works will work with the contractor to ensure a safe construction workplace during COVID-19.
The Department of Public Works conducted a public bid and received four (4) bids on Apr. 21, 2020. The results are as follows:

Adams Commercial General Contracting, Inc. has been determined to be the lowest responsible and responsive bidder, as further identified in the attached bid summary.
FINANCIAL IMPACT:
The total cost for the Fortuna Veterans Hall Interior Improvements Project with bid and construction contingencies is estimated at $200,000. The funding for this project has been approved in the Mid-Year budget review.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by providing community-appropriate levels of service and providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Fortuna Veterans Hall Interior Improvements Project to Adams Commercial General Contracting, Inc. However, this alternative is not recommended because the project will greatly enhance the quality and safety of the facility for both Veterans and the general public.
