Recommendation
That the Board of Supervisors:
1. Authorize the purchase of one (1) Trail King hydraulic detachable trailer, one (1) Trailer King tilt trailer and one (1) John Deere wheel loader;
2. Authorize the Purchasing Agent to enter into three (3) separate purchase agreements with Pape Machinery;
3. Declare two (2) trailers, equipment numbers 94144 and 94138, and one (1) wheel loader, equipment number 62819, as surplus; and
4. Approve the attached supplemental budget for fund 3540, budget unit 330 - Heavy Equipment. (4/5 vote required)

DISCUSSION:
The Humboldt County Department of Public Works - Heavy Equipment Division is requesting authorization to enter into three (3) purchase agreements for one (1) Trail King hydraulic detachable trailer, one (1) Trailer King tilt trailer and one (1) John Deere wheel loader. The above-referenced equipment will replace two (2) existing trailers and one (1) existing wheel loader that are no longer functioning. Should the Board choose to declare the two (2) trailers, equipment numbers 94144 and 94138, and one (1) wheel loader, equipment number 62819, as surplus, they will be cannibalized and used as parts for the current fleet. The Public Works Heavy Equipment Division received three (3) quotes from Pape Machinery a certified dealer for John Deere and Trail Kings members of Sourcewell, formally the National Joint Powers Alliance. Public Works intends to purchase the above-referenced equipment under the John Deere and Trail King Industries, Inc. cooperative purchase agreements. The total quoted sales price including taxes and fees is Three Hundred Fifty-Seven Thousand Sixty-Two Dollars ($357,062).
FINANCIAL IMPACT:
As noted above, the total cost to purchase one (1) Trail King hydraulic detachable trailer, one (1) Trailer King tilt trailer and one (1) John Deere wheel loader is Three Hundred Fifty-Seven Thousand Sixty-Two Dollars ($357,062). The Public Works Heavy Equipment Division intends to purchase the above-referenced equipment outright using the fund balance from the Heavy Equipment Internal Service Fund (3540). The attached supplemental budget, if approved, will transfer One Hundred Eighty-Four Thousand Nine Hundred Sixty-Two Dollars ($184,962) from line item 3540330-9101 to 3540330-8779 (trailers) and One Hundred Seventy-Two Thousand One Hundred Dollars ($172,100) to 3540330-8779 Loader. There is no impact to the Humboldt County General Fund.

The recommended actions support the Board of Supervisors’ Strategic Framework by managing resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the purchase. This alternative is not recommended because it will cause a shortage of heavy equipment required for road maintenance.
