RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Grant authority to the Chief Probation Officer to authorize the posting of the attached Request for Proposals on the Humboldt County Probation webpage, as well as released to interested Probation partners, and/or advertised in newspaper(s) with general circulation; and

2.                     Grant authority to the Chief Probation Officer, and Chair of the Multi-Agency Juvenile Justice Coordinating Council (MAJJCC), to select members for an evaluation committee to review all proposals and present the Board of Supervisors with a recommendation for award.

Juvenile Justice Crime Prevention Act (JJCPA) Allocation 1100-202

 

DISCUSSION:

The JJCPA was created by the Crime Prevention Act of 2000 (Chapter 353) to provide a stable funding source for local juvenile justice programs aimed at curbing crime and delinquency among at-risk youth and juvenile offenders. (See Gov. Code, § 30061, subd. (b)(4)).

 

JJCPA funds are available to address a continuum of responses including prevention, intervention, supervision, and incarceration. State law requires that JJCPA-funded programs be modeled on strategies that have demonstrated effectiveness in curbing juvenile delinquency. Beyond that, counties have broad discretion in how they use JJCPA funds to support and enhance their juvenile justice systems. To encourage coordination and collaboration among the various local agencies serving at-risk youth and young offenders, JJCPA requires a county Juvenile Justice Coordinating Council (JJCC) to develop and modify the county’s juvenile justice plan. The JJCC is chaired by the county’s chief probation officer and its members include representatives of law enforcement and criminal justice agencies, the Board of Supervisors, social services, education, mental health, and community-based organizations (CBOs). The JJCC is required to meet at least annually to review and update the county juvenile justice plan. In Humboldt County the JJCC is known as the Multi-Agency Juvenile Justice Coordinating Council (MAJJCC).

 

On March 5, 2020, the MAJJCC voted to allocate $50,000 in JJCPA funds for this grant in order to allow the opportunity to expand into providing juvenile diversion services in the community to one community-based organization. This grant funding was included in the most recent Juvenile Justice Plan filed with the Board of State and Community Corrections (BSCC) May 31, 2020. Multi-agency coordination and juvenile diversion are core purposes of this funding and this grant will allow funds to be directed an agency within the community which can best utilize these funds to achieve desired outcomes.

 

FINANCIAL IMPACT:

Humboldt County Probation already receives JJCPA funds for juvenile diversion. This $50,000 grant would repurpose those funds to be allocated to a community-based organization so it could expand in order to provide juvenile diversion services, likely at a lower cost than the county could provide the same services. This grant does not affect the overall JJCPA allocation, is already budgeted for in fiscal year 2020-21, in the 1100-202 budget unit, and there is no net impact to the county general fund.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service and facilitating public/private partnerships to solve problems.

 

OTHER AGENCY INVOLVEMENT:                     

All interested community partners and stakeholders. Once the evaluation committee comes to a consensus, their recommendation with be brought before the Board for award approval and the specific organization receiving these funds and carrying out these services will be included in that future item.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve this item however that is not recommended. Community-Based Organizations (CBOs) play a vital role in the community are better equipped in many ways to provide this necessary service than the Probation Department. Were this item not approved, Probation would make every effort to provide these services though they may be somewhat less effective given that the intention of juvenile diversion is to direct youth in the community away from formal processing through Juvenile Probation and Juvenile Court while still providing accountability for their actions.
