RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Professional Services Agreement between McKinleyville Animal Care Center and the County of Humboldt (Attachment 1) to provide veterinary services for fiscal years 2021-22 through 2025-26; and

2.                     Authorize the Chair of the Board and the Sheriff to sign the agreement and all amendments, extensions, or revisions for the term of the agreement, including those with mutually agreed upon annual rate increases.

DISCUSSION:

The Humboldt County Animal Shelter in McKinleyville requires support from a nearby veterinary clinic to ensure that exams and procedures are available as needed and on an urgent basis. There are two veterinary clinics in McKinleyville, close enough proximity to utilize. After contacting both veterinary clinics, McKinleyville Animal Care Center is the only provider willing to contract with the county at this time. The McKinleyville Animal Care Center has worked reliably with the county for years.

 

FINANCIAL IMPACT:

The compensation to the McKinleyville Animal Care Center for their services varies based on the service and animal weight. Contractor will submit updated rates annually to Animal Shelter leadership for consideration by Feb. 1 of each year for the following fiscal year. Updated rates shall be agreed to by both parties by way of amendment to the agreement. Should the parties not mutually agree on updated rates, then the contract shall be terminated. Below are the rates for the 2021-22 fiscal year.

Funding for these services in Fiscal Year 2021-22 is budgeted in the amount of $95,000 through the Animal Shelter annual budget 1100-221700 and there will be no additional impact to the General Fund. For the duration of this contract funding for these services will be budgeted annually at no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve this contract, but that is not advised as this is an established relationship and there are currently no other providers close in enough in proximity to the Animal Shelter that will do this work.
