RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00;
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, August 11, 2020, at 2:00 p.m.;
3. Authorize the Humboldt County Public Works Director to award the above-mentioned project to the lowest responsive bidder following completion of the bidding process; and
4. Authorize the Humboldt County Public Works Director to execute a project agreement that is substantially similar to the construction agreement included in the attached plans and specifications the lowest responsive bidder upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On February 14, 2017, the Humboldt County Department of Public Works (“Public Works”) advertised for construction of the Bridge Preventive Maintenance Program Projects at North Fork Mad River Bridge (4C-026) on Maple Creek Road (5L100) Post Mile 1.32 and Honeydew Bridge (4C-055) on Mattole Road (3D010) Post Mile 0.00. Public Works received one (1) bid proposal and the bid amount was significantly higher than the engineer’s cost estimate. As a result, the Board of Supervisors rejected the bid on October 17, 2017.
On December 7, 2019, Public Works issued task order number DPW2018-007-T02 to Quincy Engineering Inc. to analyze the design strategy and prepare plans, specifications and cost estimate for re-bidding and construction of the above-referenced bridge preventive maintenance project. Public Works and Quincy Engineering Inc. decided to separate the original bridge preventive maintenance project which included North Fork Mad River Bridge (4C-026) and Honeydew Bridge (4C-055) into two (2) individual projects.
Upon a constructability review, Quincy Engineering Inc. developed the attached plans and specifications for the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00. The work proposed in the attached plans and specifications follows the recommended repairs as determined by the State Department of Transportation’s Bridge Inspection Report dated March 28, 2019, which includes, without limitation, replacing a timber bridge deck (complete replacement of transverse planks and longitudinal runners) possible intermittent replacement of deck timber stringers, complete replacement of the timber bridge railing, the straightening or replacement of various steel truss components, including spot painting of the components, and removing and reinstalling components of the anchor bolts on all four (4) movable bearings.
On August 11, 2015, Public Works received approval from the Department of Transportation to proceed with the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00. Public Works has obtained permits for the proposed repairs with conditions that require certain work to be completed by October 15, 2020. Because of these special permit conditions, Public Works is recommending that the Board of Supervisors authorize the Public Works Director to award the project to, and execute the project agreement with, the lowest responsive bidder following completion of the bidding process and submittal of the appropriate bonds and insurance.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00.
FINANCIAL IMPACT:
There is no financial commitment until the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00 is awarded. This project is being funded by Federal Highway Administration’s Bridge Preventive Maintenance Program Funds (88.53%) and the Humboldt County Road Fund (11.47%). The engineer’s cost estimate for the project is Five Hundred Eighty-Six Thousand Six Hundred Six Dollars ($586,606.00). The Humboldt County Road Fund will be responsible for Sixty-Seven Thousand Two Hundred Eighty-Three Dollars and Seventy-One Cents ($67,283.71) of the costs associated with the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00.
Expenditure appropriations related to completion of the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00 have been included in the approved fiscal year 2019-2020 budget for Road-Engineering budget unit 1200321. As a result, the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00 will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Honeydew Bridge (4C-055) Preventive Maintenance Project on Mattole Road (3D010) Post Mile 0.00. However, this alternative is not recommended because the project will repair damages to the Honeydew Bridge (4C-055) using funds that would not otherwise be available to the County of Humboldt.
