RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the submittal of an application, acceptance of an allocation of funds, and execution of a grant agreement with the California Department of Transportation (DOT), for an airport improvement program (AIP) matching grant.

SOURCE OF FUNDING:
California Department of Transportation

DISCUSSION:
On Aug. 9, 2022, your Board adopted a resolution authorizing the Humboldt County Director of Aviation to execute all documents related to Federal Aviation Administration (FAA) Airport Improvement Project (AIP) Grant numbers 3-06-0072-017-2022 and 3-06-0072-018-2022. Both grants require a local share contribution of 10% of the total project cost.
The California Department of Transportation offers Airport Improvement Program Matching Grants for AIP projects included in airports’ most recently adopted Capital Improvement Plan (CIP) that are eligible for state funding as cited in the California Code of Regulations Title 21, Division 2.5. The state AIP matching rate is 5% of the federal grant. Securing the grant and applying the funds from the grant will cut the county’s local share in half, as depicted in the table below.

FINANCIAL IMPACT:
The total maximum local share obligation from the two previously accepted Federal AIP grants listed is 10%, or $45,658. The CA DOT matching grant would pay for half of the local share cost, or $22,828, making the county responsible for only $22,830. The Department of Aviation has included these AIP Grant amounts and county cost share in its FY 2022-23 Budget in budget unit 3539-170 (Aviation Capital Projects). The Department of Aviation will submit supplemental budgets, if needed, for additional grants awarded. There is no impact to the General Fund.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by providing for and maintaining infrastructure ; and seeking outside funding sources to benefit Humboldt County needs.
OTHER AGENCY INVOLVEMENT:
California Department of Transportation
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose to not to authorize the submittal of an application, acceptance of an allocation of funds, and execution of a grant agreement with the California Department of Transportation (DOT), for an airport improvement program (AIP) matching grant, however this not recommended as it would require the Department of Aviation to pay an additional $22,828 for a project that is eligible for state funding.
