RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Ratify the Director of Public Works to sign Contract Change Order Number 1-S1 for the total amount of $1,930.50;

2.                     Ratify the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $2,000.00;

3.                     Accept the completed contract, including all change orders approved by the Public Works Department, between GR Sundberg, Inc., and Humboldt County for construction of Pedestrian Safety Crossing Project; and

4.                     Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $4,720.50, which will bring the total amount paid to 100% of the contract.

DISCUSSION:

The Pedestrian Safety Crossing Project installed crosswalk signs with light-emitting diodes and rectangular rapid flashing beacons at the following three locations in the greater Eureka area: Harrison Avenue at Roane Avenue (Ramone’s Bakery), Harris Street at Redwood Acres Fairgrounds, and Myrtle Avenue at Pennsylvania Avenue (Healthsport). The push button-actuated lights warn motorists that pedestrians are entering the crosswalk.  Existing curb ramps were retrofitted to meet current Americans with Disabilities Act requirements.

 

On Feb. 26, 2019, the Board of Supervisors authorized the Clerk of the Board to advertise the Pedestrian Safety Crossing Project for bids. On Apr. 2, 2019, the county received two bids for the project. The contract was awarded to GR Sundberg, Inc., the lowest responsible bidder, on May 7, 2019. The award amount was $176,838, and contract change orders executed during the project increased the authorized amount by $21,429.77.

 

Public Works recommends that the Board of Supervisors ratify the Director of Public Works to sign the contract change orders, accept the completed contract including all change orders approved by the Public Works Department for this project, and approve the final claim for payment.

 

 

FINANCIAL IMPACT:

Total construction costs for this project are $198,267.77. Progress payments totaling $193,547.27 have been paid, and the final claim for payment in the amount of $4,720.50 is outstanding.  This project is fully funded by the Federal Highway Administration’s Highway Safety Improvement Program. Construction costs were included in the Fiscal Year 2019-2020 Road Fund Budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
