RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Ratify the Director of Public Works to sign Contract Change Order Number 1 for the total amount of $15,350.00;

2.                     Ratify the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $75,068.15;

3.                     Accept the completed contract, including all change orders approved by the Public Works Department, between GR Wilcox Enterprises, Inc., and Humboldt County for construction of Dinner Creek Culvert Replacement Project; and

4.                     Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $39,631.10, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:

This project removed two fish migration barrier culverts and replaced them with simulated stream channel culverts that will both convey high volume storm flows and accommodate fish passage at low volume flows. The work included in-channel excavation and placement of rocks and woody debris to create and maintain fish habitat, along with reconstruction of the roadway embankment, placement and compaction of aggregate base and hot mix asphalt for roadway surfacing, pavement striping, and erosion control. A third fish migration barrier culvert that was initially part of this grant-funded project was replaced under emergency conditions during the spring of 2017, using disaster relief funds provided by the Federal Highway Administration.

 

On June 27, 2017, the Board of Supervisors authorized execution of a grant agreement with the California Department of Fish and Wildlife for administration, construction, and maintenance of the Dinner Creek Fish Passage Barrier Removal Project. This grant agreement was written based on the project scope and budget submitted with the grant application in March of 2016, and required matching funds from the county. The agreement was subsequently amended to acknowledge that one of the three culverts had already been replaced and to eliminate the requirement for the county to cover 8 percent of the total costs associated with the project.

 

On March 20, 2018, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On April 24, 2018, the county received six bids for the project. The contract was awarded to GR Wilcox Enterprises, Inc., the lowest responsible bidder, on May 8, 2018. The award amount was $550,178.30, and contract change orders through project completion amounted to an increase of $90,418.15.

 

The Department of Public Works recommends that the Board of Supervisors ratify the Director of Public Works to sign the contract change orders, accept the completed contract including all change orders approved by the Public Works Department for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project were $640,596.45. This project was funded by grants from the California Department of Fish & Wildlife and the United States Fish and Wildlife Service, which covered 100 percent of the project costs. Construction costs were included in the Fiscal Year 2018-19 Road Fund Budget; therefore, this project has no impact on the General Fund.

 

This project conforms to the Board of Supervisors' Core Role of providing for and maintaining infrastructure as identified in the Board's Strategic Framework.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to ratify the contract change orders and accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
