Professional Services Agreement with Chabot - Las Positas Community College District Regarding the Provision of Title IV-E Training and Educational Services in the Amount of $6,000,000end
RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Chabot - Las Positas Community College District for the provision of Title IV-E training and educational services in an amount not to exceed $6,000,000 for the period of July 1, 2025 through June 30, 2028; and
2. Approve, and authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Chabot - Las Positas Community College District, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Chabot - Las Positas Community College District to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Chabot - Las Positas Community College District, in collaboration with the Humboldt County Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”), currently provides training and educational services that are designed to assist child welfare providers, and other eligible populations, in serving Title IV-E eligible children in foster and adoptive care within Humboldt County. The training and educational services provided by Chabot - Las Positas Community College District are aimed at increasing the ability of DHHS - Child Welfare Services staff, parents and other care providers to provide support and assistance to foster and adoptive children.
The attached professional services agreement with Chabot - Las Positas Community College District will allow for the continued provision of training and educational services that are designed to assist child welfare providers, and other eligible populations, in serving Title IV-E eligible children in foster and adoptive care within Humboldt County for the period of July 1, 2025 through June 30, 2028. It should be noted that the attached professional services agreement with Chabot - Las Positas Community College District comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Chabot - Las Positas Community College District regarding the provision of Title IV-E training and educational services for the period of July 1, 2025 through June 30, 2028. It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof to execute any and all subsequent amendments to the attached professional services agreement with Chabot - Las Positas Community College District, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed Title IV-E training and educational services.

The attached professional services agreement with Chabot - Las Positas Community College District has a maximum amount payable of $6,000,000 for the period of July 1, 2025 through June 30, 2028. In the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Chabot - Las Positas Community College District in its entirety.
Expenditure appropriations related to the attached professional services agreement with Chabot - Las Positas Community College District have been included in the adopted fiscal year 2025-26 budget for DHHS - Child Welfare Services budget unit 1160-508. Funding for the attached professional services agreement with Chabot - Las Positas Community College District is available through federal Title IV-E revenues received by DHHS - Child Welfare Services.
STAFFING IMPACT:
Approval of the attached professional services agreement with Chabot - Las Positas Community College District will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Chabot - Las Positas Community College District regarding the provision of Title IV-E training and educational services. However, this alternative is not recommended since it will limit DHHS - Child Welfare Services’ ability to provide needed Title IV-E training and educational services.
