RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair of the Board to sign two copies of the contract with McKinleyville Community Collaborative, D.B.A. McKinleyville Family Resource Center to implement youth WIOA services in the northern Humboldt region; and

2.                     Direct the Clerk of the Board to return all executed copies of the attached contracts to the Executive Director of the Humboldt County Workforce Development Board.

DISCUSSION:

WIOA was signed into federal law on July 22, 2014. The intent of WIOA is to provide workforce development activities through statewide and local systems that increase the employment, retention, and earnings of participants, and increase attainment of recognized credentials. Desirable outcomes include:

                     Improvement in the quality of workforce;

                     Reduction in welfare dependency;

                     Increasing economic self-sufficiency by meeting the skill requirements of employers and enhancing productivity and competitiveness.

 

The Board of Supervisors is the Chief Elected Official (CEO) for the Local Workforce Innovation Area, which is the County of Humboldt. As the CEO, the Board must approve contracts with subrecipients.

 

The previous agency providing Youth Step-Up WIOA services in the northern Humboldt region was Northern Humboldt Unified School District (NHUSD). As of June 30, 2019, NHUSD has decided to end their subcontract agreement with the county. On April 10, 2019 the public was notified of a Request for Proposals (RFP) to fill the northern Humboldt vacancy. McKinleyville Family Resource Center was the only completed application submitted for review through the RFP process. The Humboldt County Workforce Development Board (HCWDB) reviewed the application during the May 10, 2019 meeting. The application was reviewed and approved by the HCWDB to move forward in the subcontracting process.

 

 

As the CEO, the Board appoints the HCWDB, as required under WIOA, to provide oversight of Humboldt County’s comprehensive workforce development system which consists of workforce education and training, workforce preparation services, and economic development. In addition, the HCWDB provides oversight to America’s Job Center of California (locally known as “The Job Market”) and sets policy for the local workforce development system. The HCWDB membership is comprised of business, labor union, and educational/vocational representatives.

 

The California Employment Development Department (CA-EDD) provides funding on an annual basis for WIOA programs. WIOA funds provide low-income adults, at-risk youth, and dislocated workers the opportunity to participate in training and/or educational programs to obtain employment. Funds are subcontracted out to multiple agencies to perform in a variety of ways as mandated by WIOA. All WIOA funds received during the fiscal year are governed by the WIOA Subgrant Agreement.

 

This agreement comes to the Board after the effective date of July 1, 2019, due to delays in obtaining the necessary signatures.

 

FINANCIAL IMPACT:

The total amount of this contract is to not exceed $55,078 for fiscal year 2019-20. These funds are a portion of the WIOA youth services allocation to the county from the California Employment Development Division and the Department of Labor. This contract will reside in fund 1120, budget unit 287 - Workforce Development Board, and the funding for this contract was already included in the fiscal year 2019-20 budget. Approval of this contract would not impact the General Fund.

 

STRATEGIC FRAMEWORK:

This action supports the Board’s Strategic Framework by facilitating public/private partnerships to solve problems, supporting business, workforce development and creation of private-sector jobs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve this contract, however that is not recommended as a great amount of work and vetting has already occurred with partner agency and the HCWDB. Furthermore, the previous contractor for the Northern Humboldt region is no longer interested in providing Youth services for this region.
