RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached Resolution (Attachment 1) accepting Program Year 2020-21 Title I WIOA Subgrant, Registration Number AA111007, and delegate signature authority to the County Administrative Officer for contracts and amendments and the Workforce Development Board (WDB) Executive Director for fiscal and administrative documents, as well as grant applications;

2.                     Authorize and direct the Chair of the Board to sign two (2) copies of the Subgrant Agreement (Attachment 2); and

3.                     Direct the Clerk of the Board to return two (2) signed originals of the Subgrant Agreement to the WDB Executive Director for submission to the state.

SOURCE OF FUNDING                     

Formulary and discretionary funds granted through WIOA by the State of California Employment Development Department.  Fund 1120 Economic Development.

 

DISCUSSION:

WIOA was signed into law on July 22, 2014.  The intent of WIOA is to provide workforce development activities through statewide and local systems that increase the employment, retention and earnings of participants, and increase attainment of recognized credentials.  Desirable outcomes include:

                     Improvement in the quality of workforce;

                     Reduction in welfare dependency;

                     Increasing economic self-sufficiency by meeting the skill requirements of employers and enhancing productivity and competitiveness.

 

Your Board is the Chief Elected Official (CEO) for the Local Workforce Innovation Area, which is the County of Humboldt.  As the CEO, your Board must approve receipt of these funds and adopt a resolution authorizing the Chair of the Board to sign the Subgrant Agreement before the funds can be utilized.  Original signatures from the Chair of the Board must be obtained on two (2) copies of the Subgrant Agreement (Attachment 2).

 

As the CEO, your Board appoints the Humboldt County Workforce Development Board (HCWDB), as required under WIOA, to provide oversight of Humboldt County’s comprehensive workforce development system which consists of workforce education and training, workforce preparation services, and economic development.  In addition, the HCWDB provides oversight to America’s Job Center of California (locally known as “The Job Market”) and sets policy for the local workforce development system.  The HCWDB membership is comprised of business, labor union, and educational/vocational representatives.

 

The California Employment Development Department (CA-EDD) provides funding on an annual basis for WIOA programs.  WIOA funds provide low-income adults, at-risk youth, and dislocated workers the opportunity to participate in training and/or educational programs in order to obtain employment.  In addition, there are funds available to assist employers, and discretionary funds occasionally become available which support regional collaborative work.  Funds are subcontracted out to multiple agencies to perform in a variety of ways as mandated by WIOA.

Sub-Contractors include: Smart Business Resource Center operating the adult, dislocated worker, employer services, rapid response and lay-off aversion programs; McKinleyville Family Resource Center, Dream Quest, and Mattole Restoration Council operating the youth services program.  All WIOA funds received during the fiscal year are governed by the WIOA Subgrant Agreement.  The initial funding allotted through this Subgrant Agreement is $311,324 for youth services programs.  As new allocations are announced, or new discretionary grants are approved, the additional funds will be unilaterally added throughout the year.

 

The signature delegation requested at this time reinforces and reiterates the delegation your Board has authorized since 2005 for these funds. 

 

FINANCIAL IMPACT:

The initial amount of the Program Year 2020-21 WIOA Subgrant Agreement is $311,324.  This amount is the youth services formula funding which represents only a portion of the annual total of Humboldt County’s formula funding allocation.  There are additional rounds of funding that will be unilaterally added into the Subgrant Agreement throughout Fiscal Year 2020-21.  These additional formula funds will be used to serve adult and dislocated workers, fund rapid response and lay-off aversion events, and may also include discretionary funds that are occasionally made available from the state.  It is estimated that approximately $646,467 in additional funds will be added over the course of Fiscal Year 2020-21. These general allocation funds have been budgeted for Fiscal Year 2020-21.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to accept these funds.  This alternative is not recommended because there is a substantial need in the county for these programs and regional work to continue.
