RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached Professional Services Agreement by and between the County of Humboldt and County of Shasta for Fiscal Years 2025-26 through 2027-28 in the amount of $50,000; and
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute the attached Professional Services Agreement by and between the County of Humboldt and County of Shasta for or Fiscal Years 2025-26 through 2027-28; and
3. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached Professional Services Agreement with County of Shasta after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one certified copy of the Board Order pertaining to this item.

DISCUSSION:
County of Shasta has requested the Humboldt County Public Health Laboratory (HCPHL) provide a variety of fee-for-service laboratory testing services. Specimens will be provided by County of Shasta under the conditions as outlined in the Professional Services Agreement.
This Professional Services Agreement shall become effective upon execution through June 30, 2028, until modified or terminated by any one of the parties.
The ability of the HCPHL to provide laboratory testing services to County of Shasta will result in increased county fee revenue, increased access to services to vulnerable populations, and expand inter-county collaboration.

Narrative Explanation of Financial Impact:
Approval of the three-year Professional Services Agreement will allow DHHS - Public Health to be reimbursed as per the Board-approved Fee Schedule, updated annually, for a total up to $50,000 for the period beginning upon agreement execution through June 30, 2028 in Fund 1175, Budget Unit 435, Public Health Laboratory. This revenue was not anticipated in the fiscal year (FY) 2025-26 county budget, however, as existing resources will be utilized to carry out the services in this agreement, no supplemental budget is requested. This revenue will be included in the annual FY 2026-27 and FY 2027-28 county budget cycles.
STAFFING IMPACT:
Existing staffing resources are anticipated to be able to carry out the services associated with this agreement.

None.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decide to not approve the Professional Services Agreement with County of Shasta. However, it is not recommended as the HCPHL would lose the opportunity to increase fee revenue, improve health outcomes for vulnerable populations, and expand inter-county collaboration.
