RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to FAA AIP Grant Agreement 3-06-0072-022-2026;
2. Adopt the attached resolution authorizing the Interim Director of Aviation or designee thereof, to execute any and all documents necessary to secure and accept the grant agreement for AIP Grant 3-06-0072-022-2026 in the amount of $586,132;
3. Authorize the Interim Director of Aviation, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with the AIP Grant 3-06-0072-022-2026, after review and approval by County Counsel, Risk Management and the County Administrative Office;
4. Receive and file the bid tabulation for the Murray Field Airport Install Runway 12/30 Vertical Guidance Systems Project No. AV2024-01;
5. Authorize the bid award for the Murray Field Airport Install Runway 12/30 Vertical Guidance Systems Project to Cal Electro, Inc. for an amount not to exceed $417,700;
6. Authorize the Interim Director of Aviation, or a designee thereof, to execute contract change orders up to an amount not to exceed $41,770;
7. Authorize the Interim Director of Aviation, or designee thereof, to execute a Construction Project Agreement that is substantially similar to the sample agreement attached with Cal Electro, Inc. for an amount not to exceed $417,700, upon submittal of the appropriate bonds and insurances approved by Risk Management;
8. Ratify the Interim Director of Aviation’s signature on the first amendment to the Lochner Inc., agreement for construction administration, observation, project closeout in an amount not to exceed $149,282; and
9. Authorize the Interim Director of Aviation to sign any amendments to the Lochner, Inc. agreement after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On April 14, 2026, your Board approved the bid authorization for the Murray Field Airport Install Runway 12/30 Vertical Guidance Systems AIP No. 3-06-0072-022-2026 Project No. AV2024-01. To meet FAA requirements, the public bidding process was conducted prior to receiving the AIP Grant Agreement No. 3-06-0072-022-2026.
On May 7, 2026, the County of Humboldt received two bids for the project, notated on the bid tabulation attached. The results were as follows:
1. Cal Electro, Inc. $ 417,700
2. St. Francis Electric, LLC $ 475,800
Staff recommends your Board authorize the bid award to the lowest, responsive bidder, Cal Electro, Inc. in amount not to exceed $417,700.
Anticipated total project costs are as follows:

In May 2026, the Department of Aviation submitted a project application for a grant of federal funds for the above-mentioned project with a maximum federal obligation of $586,132.

On Dec. 5, 2023, the Department of Aviation entered into an agreement with Armstrong Consulting (known as Lochner, Inc.) for the design of the Murray Field Airport Install a Runway 12/30 Vertical Guidance System project and to prepare grant application documents. A first amendment to this agreement was ratified by your Board on June 2, 2026, to increase the amount payable for the county’s cost share of design. The Interim Director of Aviation signed a second amendment to this agreement to complete the project and close out the grant award at the end of the project. The second amendment to the Armstrong now Lochner agreement will expand the scope of work to include construction administration, observation, project closeout and will extend the contract period to June 30, 2027, and increase the amount payable by $149,282 based on the new scope of work.

Narrative Explanation of Financial Impact:
This project is being funded through FAA AIP Grant 3-06-0072-022-2026. Total project costs are estimated to be $616,982 and are included in the fiscal year (FY) 2026-27 proposed budget. The grant award will cover 95% or $586,132 of the total project costs. The Department of Aviation is responsible to cover the remaining 5% or $30,850. These costs are included in the Department of Aviation Capital Projects budget, 3539-170 for FY 2026-27.
STAFFING IMPACT:
There is no anticipated impact to current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution, award the contract to Cal Electro, Inc, or ratify the first amended agreement with Lochner. However, this is not recommended as the Murray Field Airport Install Runway 12/30 Vertical Guidance System has been identified as critical for aviation safety and the improvement at Murray Field (EKA) Airport. Not approving this item will not allow the county obtain FAA AIP grant funding to assist with this project, the entire cost of the project would be borne by the County of Humboldt.
