RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Project; and
2. Find that the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project is exempt from environmental review under the California Environmental Quality Act pursuant to Sections 15269(a) and 15302 of Title 14 of the California Code of Regulations; and
3. Direct the Clerk of the Board to advertise the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 23, 2026, at 2:00 p.m.

DISCUSSION:
This project combines three separate storm damage declarations: Jan. 23, 2017, Jan. 4, 2023, and March 8, 2023, the Governor of the State of California declared disasters for Humboldt County due to severe winter storms, flooding and mudslides. Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36, located south of the community of Garberville, experienced roadway damage.
On Nov. 27, 2017, Dec. 29, 2023, and May 24, 2024, the Humboldt County Department of Public Works (“Public Works”) received Federal Emergency Management Administration (“FEMA”) funding approval to proceed with the Storm Damage Repair Project. Public Works subsequently prepared the attached plans and specifications for the project based on topographic surveys of the damaged areas prepared by Points West Surveying Company.
The work proposed in the attached plans and specifications at Hidden Court Post Mile 0.20 consists of constructing reinforced embankment, placement of an underdrain, reconstruction of the roadway, and implementation of erosion control measures. At Hidden Court Post Mile 0.04 the work consists of applying hot mix asphalt overlay. At East Branch Road Post Mile 0.36, work consists of constructing geosynthetic reinforced embankment, reconstructing roadway and implementation of erosion control measures.
The Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project involves the replacement and reconstruction of existing road infrastructure in the same location as it existed prior to suffering damage and is within the scope of the disaster declaration made by the Governor of California on Jan. 23, 2017. Such work is considered exempt from environmental review under the California Environmental Quality Act pursuant to Sections 15269(a) and 15302 of Title 14 of the California Code of Regulations.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications for the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project; find the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project is exempt from environmental review under the California Environmental Quality Act pursuant to Sections 15269(a) and 15302 of Title 14 of the California Code of Regulations; and direct the Clerk of the Board to advertise the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 23, 2026, at 2:00 p.m.

There is no financial commitment until the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project is awarded. This project is being funded by the Federal Highway Administration Emergency Relief Fund (75%), California Governor’s Office of Emergency Services funding (18.75%) and the Humboldt County Road Fund - Measure O (6.25%). The engineer’s cost estimate for the project is $426,455. The Humboldt County Road Fund will be responsible for $26,653.44. Expenditure appropriations related to completion of the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project are included in the approved fiscal year 2026-27 budget for Roads Engineering, 1200-321.
Humboldt County adopted county-wide local transactions and use tax (sales tax) through an affirmative vote on a local measure known as Measure O. Public Works will use Measure O funds for the grant match portion of the project.
STAFFING IMPACT:
The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Hidden Court (6B181) at Post Mile 0.20, Post Mile 0.04 and East Branch Road (6B175) Post Mile 0.36 Storm Damage Repair Project. However, this alternative is not recommended as the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
