RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached State of California Standard Agreement with the California Government Operations Agency;
2. Approve, and authorize the Chair of the Board to execute, the attached State of California Standard Agreement with the California Government Operations Agency regarding the provision of community outreach services that are designed to ensure fair and equitable distribution, allocation and administration of the COVID-19 vaccine to high-risk population groups within Humboldt County for the period of May 1, 2021 through April 30, 2023;
3. Authorize the Department of Health and Human Services - Behavioral Health Director, or designee thereof, to execute any and all subsequent amendments to, and any other certifications, agreements and documents directly associated with, the attached State of California Standard Agreement with the California Government Operations Agency, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Direct the Clerk of the Board to return one fully executed original copy of the attached State of California Standard Agreement with the California Government Operations Agency to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The COVID-19 pandemic has had a disproportionate impact amongst California’s diverse population groups. As a result, the State of California continues to work with local governmental agencies to ensure fair and equitable distribution, allocation and administration of the COVID-19 vaccine to those population groups that have been most impacted.
The attached State of California Standard Agreement No. GOVOPS-C2078 (“State Standard Agreement”) with the California Government Operations Agency will allow the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to hire one full-time equivalent Case Manager and one full-time equivalent Peer Support Specialist. The Case Manager and Peer Support Specialist hired pursuant to the terms and conditions of the attached State Standard Agreement with the California Government Operations Agency will partner with existing programs in order to strengthen efforts to link the most vulnerable community members, including, without limitation, individuals experiencing a substance use disorder, severe mental illness and/or homelessness, to resources, services and supports that are designed to assist such individuals with becoming vaccinated against COVID-19. It should be noted that the attached State Standard Agreement with the California Government Operations Agency comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached State Standard Agreement with the California Government Operations Agency regarding the provision of community outreach services that are designed to ensure fair and equitable distribution, allocation and administration of the COVID-19 vaccine to high-risk population groups within Humboldt County for the period of May 1, 2021 through April 30, 2023. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other certifications, agreements and documents directly associated with, the attached State Standard Agreement with the California Government Operations Agency, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed community outreach services.
FINANCIAL IMPACT:
Upon execution of the attached State Standard Agreement with the California Government Operations Agency, the State of California will advance $350,000.00 to the County of Humboldt. Expenditure appropriations related to the attached State Standard Agreement with the California Government Operations Agency have been included in the approved fiscal year 2021-22 budget for DHHS - Behavioral Health Administration budget unit 1170-424. As a result, approval of the attached State Standard Agreement with the California Government Operations Agency will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached State Standard Agreement with the California Government Operations Agency regarding the provision of community outreach services that are designed to ensure fair and equitable distribution, allocation and administration of the COVID-19 vaccine to high-risk population groups within Humboldt County. However, this alternative is not recommended since it will significantly limit DHHS - Behavioral Health’s ability to link the most vulnerable community members to resources, services and supports that are designed to assist such individuals with becoming vaccinated against COVID-19.
