RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services (DHHS) - Behavioral Health Director, or a designee thereof, to execute, the attached third amendment to the professional services agreement with Dimension Reports, LLC dated Sept. 1, 2020 regarding the provision of reporting services related to behavioral health claims submitted to the DHCS in an amount not to exceed $140,600 for the period of Oct. 1, 2020 through Sept. 30, 2026; and
2. Authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Dimension Reports, LLC dated Sept. 1, 2020, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to provide the DHHS - Contract Unit with one certified electronic copy of the Board order related to this item.

DISCUSSION:
On Sept. 1, 2020, the County of Humboldt entered into a professional services agreement with Dimension Reports, LLC regarding the provision of reporting services related to behavioral health claims submitted to the DHCS by the Humboldt County DHHS - Behavioral Health for the period of October 1, 2020 through September 30, 2023. The professional services agreement with Dimension Reports, LLC dated September 1, 2020 was subsequently amended in order to extend the term thereof, increase the maximum amount payable thereunder and modify budgetary and insurance requirements set forth therein on June 15, 2023 and Sept. 2, 2025.
The attached third amendment to the professional services agreement dated Sept. 1, 2020 will modify the budgetary requirements set forth therein in order to ensure that Dimension Reports, LLC is properly compensated for the provision of reporting services related to behavioral health claims submitted to the DHCS for the period of Oct. 1, 2020 through Sept. 30, 2026.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached third amendment to the professional services agreement with Dimension Reports, LLC dated Sept. 1, 2020 regarding the provision of reporting services related to behavioral health claims submitted to the DHCS for the period of Oct. 1, 2020 through Sept. 30, 2026. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Dimension Reports, LLC dated September 1, 2020, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed reporting services.

The attached third amendment to the professional services agreement with Dimension Reports, LLC dated Sept. 1, 2020 will increase the maximum amount payable for fiscal year (FY) 2025-26 from $27,850 to $28,288.04, and decrease the maximum amount payable for FY 2026-27 from $7,350 to $6,911.96 in order to correct a previous calculation error. The attached third amendment to the professional services agreement with Dimension Reports, LLC dated September 1, 2020 will not change the total amount paid thereunder.
Expenditure appropriations related to the attached third amendment to the professional services agreement with Dimension Reports, LLC dated Sept. 1, 2020 have been included in the approved FY 2026-27 budget for DHHS - Behavioral Health Administration budget unit 1170-424. Funding for the attached third amendment to the professional services agreement with Dimension Reports, LLC dated Sept. 1, 2020 is available through Medi-Cal federal financial participation and state realignment revenues received by DHHS - Behavioral Health.
STAFFING IMPACT:
Approval of the attached third amendment to the professional services agreement with Dimension Reports, LLC dated September 1, 2020 will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached third amendment to the professional services agreement with Dimension Reports, LLC dated September 1, 2020, regarding the provision of reporting services related to behavioral health claims submitted to the DHCS. However, this alternative is not recommended since DHHS - Behavioral Health continues to require the provision of such reporting services in order to ensure that behavioral health services provided thereby can be claimed, processed and paid.
