RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Professional Services Agreement (PSA) by and between the County of Humboldt Department of Health and Human Services- Public Health (DHHS- Public Health) and Area 1 Agency on Aging (A1AA);

2.                     Authorize the Director of Public Health, or designee thereof, to sign the PSA;

3.                     Authorize the Director of Public Health, or designee thereof, to sign all future amendments and documents directly related to this PSA upon review and approval of County Counsel and Risk Management; and

4.                     Approve the attached supplemental budget in the amount of $50,000 for Fiscal Year (FY) 2023-24 for the Department of Health and Human Services - Public Health Fund - Outdoor Equity Budget Unit 1175-433002 (4/5 vote required).

DISCUSSION:

A1AA of Humboldt and Del Norte Counties is one of thirty-three similar agencies in California and serves both older adults and individuals with disabilities.  Both A1AA and DHHS- Public Health receive CalFresh Healthy Living (CFHL) funding from the state.  A1AA is requesting to subcontract with DHHS-Public Health for their federal fiscal year (FFY) 2023-2026 CFHL work plan for the period of October 1, 2023, through September 30, 2026. A1AA is newly funded in the CFHL program and does not have the capacity or expertise to implement the work plan in Humboldt County for the upcoming grant cycle (FFY 23-26).

 

DHHS- Public Health has been awarded funding by the CFHL program for many years and has both program expertise and experience implementing CFHL work plans. A1AA’s work plan focuses on increasing active transportation (walking, biking, rolling) around low-income senior housing facilities. It also includes components of education related to physical activity and nutrition accompanied by policies, systems, and environmental changes. DHHS- Public Health has the expertise and capacity to achieve the goals and objectives outlined in A1AA’s work plan due to experience partnering with local schools and community organizations to offer walk and bike to-school days, bicycle rodeos, and pedestrian and bicycle safety presentations.  Improving community health is a countywide effort with collaborative planning and collective action to generate solutions to complex community problems.

Narrative Explanation of Financial Impact:

Approval of this Professional Services Agreement with A1AA allows DHHS-PH to be reimbursed $50,000 for three federal fiscal years for a maximum of $150,000 in fund 1175, budget unit 433002 for the period of October 1, 2023, through September 30, 2026. These funds were not anticipated in the Fiscal Year (FY) 2023-24 county budget. The attached supplemental fund 1175, budget unit 433002 Outdoor Equity in the amount of $50,000 for FY 2023-24.  The amount of $50,000 for FYs 2024-25 and 2025-26 will be included in the annual county budget process.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

The current staffing levels in the Physical Activity and Nutrition Program will not be affected by entering into this agreement as the work detailed in this contract and will be conducted by existing staff.

This action supports your Board’s Strategic Framework priority of protecting vulnerable populations, providing community-appropriate levels of services, and creating opportunities for improved health and safety.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve this agreement; however, such an alternative would result in a loss of both funding and services to the County.
