RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize Chair of the Board to execute, the attached Professional Services Agreement with Kimley Horn and Associates, Inc. regarding Airport Pavement Management System in the amount of $243,833 for the period of April 12, 2022, through December 31, 2023;

2.                     Authorize the Director of Aviation to execute any amendments after review by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached Professional Services Agreement with Kimley Horn and Associates, Inc. to the Department of Aviation.

Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grant No. 3-06-0010-050-2021

 

DISCUSSION:

The Federal Aviation Administration (FAA) requires that airports requesting federal AIP funding for pavement rehabilitation or reconstruction have a current, and effective, pavement maintenance management system (PMMS), also referred to as an Airport Pavement Management System (APMS).

 

Humboldt County has not previously updated these APMS’s and therefore may not satisfy the current requirements of the FAA.

 

The Department of Aviation previously applied for, and accepted, Federal Aviation Administration (FAA) Grant Number 3-06-0010-052-2021 to cover 100% of the cost for conducting this pavement plan, in accordance with FAA regulations and grant assurances. 

 

A Request for Qualifications (RFQ) was conducted in 2021 in accordance with the FAA regulations and was presented to, and approved by, the Board of Supervisors on April 27, 2021.

 

 

 

FINANCIAL IMPACT:

The maximum amount payable for services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the attached Agreement, is $243,833.  These expenses will be reimbursed to the County of Humboldt through the previously accepted FAA, AIP Grant No. 3-06-0010-050-2021, that was included in the approved fiscal year 2021-22 budget for the Department of Aviation (3539170).  Therefore, there is no impact to the General Fund.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by providing for and maintaining infrastructure and, seeking outside funding sources to benefit Humboldt County needs.

 

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the agreement with Kimley-Horn & Associates, Inc.  However, it is not recommended due to the potential impacts outlined below:

                     The county would be forfeiting a FAA AIP Grant that will reimburse the County of Humboldt for 100% of costs, up to $243,833, for this project;

                     The Aviation Department could be in a position of non-compliance with FAA regulatory requirements and grant assurances;

                     Continued non-compliance with FAA regulatory requirements and grant assurances could negatively impact safety of the traveling public; and

                     Not completing an APMS will negate Humboldt County from eligibility for future AIP dollars needed to rehabilitate and/or reconstruct airfield pavements and potentially trigger immediate repayment obligations on FAA grants.
