RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached mental health organizational provider services agreement with Willow Glen Care Center regarding the provision of specialty mental health services to eligible Medi-Cal beneficiaries residing in Humboldt County for the period August 19, 2024, through June 30, 2026, in the amount of $4,270,500; and

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached mental health organizational provider services agreement with Willow Glen Care Center, after review and approval by County Counsel, Risk Management, and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached mental health organizational provider services agreement with Willow Glen Care Center, to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

As part of an ongoing effort to provide an adequate continuum of care for those individuals struggling with acute mental health crisis, the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health), has been working to identify various options for the provision of mental health treatment services within Humboldt County.

 

In early 2020 DHHS - Behavioral Health requested proposals from community providers regarding the establishment of a Sub-Acute Transitional Mental Health Residential Treatment Facility in Humboldt County.  On July 1, 2021, Willow Glen Care Center was awarded the project.

 

As a result of the proposal submitted by Willow Glen Care Center, it was determined a ten (10) bed crisis residential treatment facility would provide a much needed and missing resource in the County of Humboldt’s Behavioral Health continuum of care.  Crisis Residential Treatment offers individuals stepping down from acute psychiatric placements, such as Sempervirens, or those at risk of needing acute psychiatric placement, a place to both reside and receive mental health treatment services. 

 

The attached mental health organizational provider services agreement with Willow Glen Care Center will allow for the provision of crisis residential treatment services, including, without limitation, a range of activities and services that support efforts to restore, maintain and apply interpersonal and independent living skills and access community support systems, to eligible Medi-Cal beneficiaries residing in Humboldt County for the period of August 19, 2024, through June 30, 2026.  It should be noted that the attached mental health organizational provider services agreement with Willow Glen Care Center comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached mental health organizational provider services agreement with Willow Glen Care Center regarding the provision of specialty mental health services to eligible Medi-Cal beneficiaries residing in Humboldt County for the period of August 19, 2024, through June 30, 2026.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached mental health organizational provider services agreement with Willow Glen Care Center, after review and approval by County Counsel, Risk Management and the County Administrative Office in order to avoid any unnecessary delays in the provision of specialty mental health services.

The attached mental health organizational provider services agreement with Willow Glen Care Center has a maximum amount payable of Four Million Two Hundred Seventy Thousand Five Hundred Dollars ($4,270,500.00) for the period of August 19, 2024, through June 30, 2026.  In no event shall the maximum amount paid under the attached mental health organizational provider services agreement with Willow Glen Care Center exceed Two Million One Hundred Thirty-Five Thousand Two Hundred Fifty Dollars ($2,135,250.00) per fiscal year for fiscal years 2024-25 through 2025-26.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached mental health organizational provider services agreement with Willow Glen Care Center in its entirety. 

 

Expenditure appropriations related to the attached mental health organizational provider services agreement with Willow Glen Care Center have been included in adopted fiscal year 2024-25 budget for DHHS - Behavioral Health budget unit 1170424 and funding for fiscal year 2025-26 will be included in the annual budget cycle.   Funding for the attached mental health organizational provider services agreement with Willow Glen Care Center is available through federal and state Medi-Cal participation and Mental Health Services Act revenues received by DHHS - Behavioral Health. 

 

STAFFING IMPACT:

Approval of the attached mental health organizational provider services agreement with Willow Glen Care Center will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached Mental Health Organizational Provider Services Agreement Willow Glen Care Center, regarding the provision of specialty mental health services to adults.  However, this alternative is not recommended as it will not allow for the provision of needed mental health treatment services to underserved populations throughout Humboldt County
