RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve a supplemental budget and establish a fixed asset in the amount of $96,000 for HCCF (1100-243) for the upgrade of their Soter RS Body Scanner in Fiscal Year (FY) 2026-27 (Attachment 1) (4/5 Vote Required).

DISCUSSION:

Universally, correctional facilities face a systemic problem of those incarcerated attempting to find ways to introduce drugs into the facility to continue substance use. This includes attempting to bring drugs in on their person and having drugs sent in through the mail. The HCCF uses both a body scanner and mail scanner to prevent these methods of drug introduction. The HCCF has also implemented a Medicated Assistance Treatment (MAT) program geared toward treating opioid addiction and preparing individuals for a successful re-entry into the community.

 

When efforts to bring drugs into the facility are successful, there is a high risk of drug overdose. With the increased prevalence of Fentanyl and the lethality associated with it, the need to address the issue is more critical than ever.  Over the past few years, HCCF has required an increase in the use of Narcan to reverse the effects of drug overdose. Each potential overdose jeopardizes the safety of those incarcerated, while also exposing the county to liability if serious injury or death were to occur.

 

HCCF’s body scanner is the most critical piece of equipment in preventing the introduction of drugs since its purchase in 2016. Unfortunately, that body scanner is beginning to fail requiring extensive maintenance resulting in longer periods in which it is out of service.

 

A proposal was submitted and approved by the Humboldt County Community Corrections Partnership Committee (CCP) in the amount of $96,000.00 to upgrade the Soter RS Body Scanner at the HCCF.

Narrative Explanation of Financial Impact:

The cost to upgrade the Soter RS Body Scanner is $96,000. To replace the scanner would be over $200,000.00. A proposal was made to CCP to fund the cost of the upgrade (Attachment 2) and was approved at their meeting on May 20, 2026. This was not anticipated in the FY 2026-27 budget, therefore, HCCF is requesting a supplemental budget and establishment of a fixed asset in budget unit 1100-243 to purchase this equipment.  

 

STAFFING IMPACT:

There is no impact to staffing.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve the supplemental budget but that is not in the best interest of those incarcerated to help prevent drugs from coming into HCCF.
