RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Grant Agreement # 19-10417 with California Department of Public Health (CDPH), Office of AIDS for the period of July 1, 2019 through June 30, 2024;
2. Authorize the Chair of the Board to sign four (4) originals of the Grant Agreement # 19-10417, one original Contractor Certification Clause (CCC 04/2017), one original Darfur Contracting Act, and one original Civil Rights Form;
3. Authorize the Director of Public Health, or designee, to sign any subsequent amendments or documents directly related to Grant Agreement # 19-10417 upon County Counsel and Risk Management review and approval; and
4. Direct the Clerk of the Board to return the four (4) signed originals and aforementioned certifications to Department of Health and Human Services (DHHS) - Public Health for further processing.

DISCUSSION:
California Department of Public Health’s (CDPH) Office of AIDS has contracted with DHHS - Public Health since the late 1980s to provide HIV/AIDS services in Humboldt County. The goal of the HIV/AIDS Surveillance Program is to establish and enhance active and passive HIV/AIDS case surveillance in health and social service settings. Objectives of this program include improving the timeliness, accuracy and reliability of local HIV/AIDS case data; investigating reported HIV/AIDS cases in order to establish an accurate mode of HIV transmission; and in conjunction with CDPH, Office of AIDS staff, conducting investigations of cases that are of public health importance.
Grant Agreement # 19-10417 before your Board today will allow DHHS - Public Health to be reimbursed for a maximum of $60,020 for surveillance activities performed within the period beginning July 1, 2019 through June 30, 2024.
This item is coming before your Board after the effective date due to receipt of documentation from CDPH in late August.

FINANCIAL IMPACT:
Approval of Grant Agreement # 19-10417 with CDPH allows DHHS - Public Health to be reimbursed $12,004 annually for the period of July 1, 2019 through June 30, 2024 for a maximum of $60,020 for the entire grant period for the HIV/AIDS Surveillance Program in Fund 1175, Budget Unit 419, TB Control. This funding was included in the county approved budget for fiscal year (FY) 2019-20 and will be included in county budget processes for FY 2020-21, FY 2021-22, FY 2022-23 and FY 2022-24. There is no impact to the county General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the agreement from CDPH, however it is not recommended as DHHS - Public Health would not be reimbursed for the HIV/AIDS Surveillance Program if state funds are not accepted.
