RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the supplemental budget request for budget unit 1100-221810 Homeland Security Grant 2020 (Attachment 1). (4/5 vote required)

Body

SOURCE OF FUNDING:

U.S. Department of Homeland Security

DISCUSSION:

The U. S. Department of Homeland Security, through the State of California Governor’s Office of Emergency Services (CalOES), provides funding assistance to counties to support comprehensive emergency management activities at the local level.

The Homeland Security Grant Program (HSGP) provides funding for equipment and training to law enforcement, fire service, public health, and emergency management agencies in the Humboldt Operational Area. Allocations to each agency within the county are made by the Authorized Body of Five local leaders. This body is comprised of the County Sheriff, County Public Health Officer, County Fire Chief, Municipal Fire Chief, and Chief of Police.

On October 20, 2020 your Board authorized the Sheriff’s Office to apply for funding.  HSGP has subsequently announced the Humboldt County allocation in the amount of $213,829.  HSGP funding is 100 percent grant reimbursable with no match requirement. An allowance of 5 percent is included in the allocation for management and administrative costs. This grant typically funds equipment, technology, and training opportunities for law enforcement, fire, public health, OES and search and rescue organizations.

FINANCIAL IMPACT:

The Supplemental Budget for $213,829 is requested for grant spending to occur (attachment 1).  There is no additional request of general funds for this grant.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs.

OTHER AGENCY INVOLVEMENT:

California Governor’s Office of Emergency Services

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could deny this request, however this is not recommended as it would jeopardize the operations of Humboldt County emergency preparedness and response.
