RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Memorandum of Understanding (MOU) between the Humboldt County Sheriff’s Office (HCSO) and Health Management Associates (HMA) (Attachment #1); and
2. Authorize the Chair of the Board, Sheriff, Correctional Captain and/or Deputy Director of Financial and Support Services to execute all necessary contracts, MOU, agreements, and amendments thereto, in the name of the County of Humboldt, with prior review and approval by the County Administrative Office, County Counsel, and Risk Management; and
3. Authorize the Chair of the Board, Sheriff, Correctional Captain and/or Deputy Director of Financial and Support Services to execute all other certifications, assurances, or documents required by Health Management Associates (HMA), such authorization shall be retroactive to Aug. 1, 2024, to facilitate documents that need to be signed timely for this grant.

DISCUSSION:
The State Opioid Funding Program: Medicated-Assisted Treatment (MAT) in Jails and Drug Courts Implementation program provides small implementation grants to correctional agencies to support the expansion of MAT programs within a correctional facility and to help improve processes related to continuity of care as incarcerated individuals re-enter the community.
The Humboldt County Correctional Facility (HCCF) has been operating an MAT program for over two years, contracting with our current medical provider, Wellpath, to provide these services. This grant will, in part, allow the HCCF to contract with Wellpath to increase nursing hours with a dedicated focus on MAT. The dedicated nurses will assist the HCCF Substance Abuse Counselor with the administration of the MAT program.
HMA will distribute 50% of the full grant amount ($42,500) to the HCSO following execution of this Agreement and upon receipt of funds distributed from the DHCS Agreement. The second half of the grant will be paid upon adherence with quarterly data submissions. If HMA, in its sole discretion, determines that the HCSO has not fulfilled the requirements of this Agreement, then HMA shall withhold the second distribution of funds to the HCSO. This grant does not have a matching requirement.

Narrative Explanation of Financial Impact:
For FY 2024-25, the HCCF is contracted with Wellpath to increase MAT services by adding two nursing positions to expand coverage. The $85,000 award from HMA is intended to help supplement the increase in costs from Wellpath. The remainder of the increase will be covered by the Opioid Settlement Fund. The expense and funds are already budgeted in FY 2024-25 in the Jail Medical Budget Unit 1100-490.
STAFFING IMPACT:
There is no impact to county staffing.

N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decline this award, however that is not recommended as essential funding to help expand MAT services would be lost, and the county would have to find other funding sources to implement these services.
