RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution approving annual revisions to the County of Humboldt Maintained Road System for fiscal year 2020-2021;

2.                     Adopt the attached resolution accepting additional roads into the County of Humboldt Maintained Road System for fiscal year 2020-2021; and

3.                     Direct the Clerk of the Board to provide certified copies of the board order and attached resolutions to the Department of Public Works for submittal to the California Department of Transportation.

DISCUSSION:

Section 2121 of the California Streets and Highways Code requires an annual report to be submitted to the State of California showing revisions to the County of Humboldt Maintained Road System.  This information is reflected in the resolution attached hereto as Attachment 1.  Approval of the attached resolution will allow the County of Humboldt to continue to receive highway use tax funds from the State of California for the maintenance of the roads within the County of Humboldt Maintained Road System.  Highway use tax funds are calculated from the total mileage reported by the County of Humboldt to the California Department of Transportation.

 

Possible revisions to the County of Humboldt Maintained Road System that affect the amount of maintained mileage include:

 

(1)                     The addition of roads due to relinquishments to the County of Humboldt from the State of California;

(2)                     The addition of new roads;

(3)                     The addition of mileage due to the re-log of roads;

(4)                     The addition of mileage due to the extension of existing roads;

(5)                     The deletion of mileage due to complete vacation or partial vacation of roads;

(6)                     The deletion of roads and/or mileage due to complete annexation or partial annexation of roads by another jurisdiction;

(7)                     The deletion of roads due to a road name change;

(8)                     The deletion of mileage due to the re-log of roads;

(9)                     The deletion of mileage due to termination of maintenance;

(10)                     The road name and road number is changed (division of a road);

(11)                     The road name is changed but the road number remains unchanged;

(12)                     The road name and road number is changed (same road);

(13)                     The road number changed but the road name remains unchanged (division of road); and

(14)                     The road number is changed but the road name remains unchanged.

 

The specific reason for each revision to the County of Humboldt Maintained Road System is reflected in the comments column of Exhibit A to Attachment 1. 

 

All of the roads listed in the resolution accepting roads into the County Maintained Road System, which is attached hereto as Attachment 2, were either constructed as new roads, constructed as extensions of existing roads or were existing roads that were relinquished to the County of Humboldt from the State of California.  For new roads and extension of existing roads created as part of a subdivision, the right of ways were previously accepted by the County of Humboldt on the subdivision maps.  Roads constructed as part of a subdivision have been inspected and approved by the Humboldt County Department of Public Works.  Adoption of the attached resolutions will bring all of the roads into the County of Humboldt Maintained Road System and will allow the County of Humboldt to obtain highway users tax funds from the State of California for the maintenance of those roads.

 

FINANCIAL IMPACT:

Adoption of the attached resolutions will allow the County of Humboldt to receive highway use tax funds from the State of California for maintenance of the roads within the County of Humboldt Maintained Road System.  As a result, adoption of the attached resolutions will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to adopt the attached resolutions.  However, this is not recommended as the recommended actions are required by Section 2121 of the California Streets and Highways Code which states that a “…county shall submit to the department any additions or exclusions from its mileage of maintained county highways…”
