RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached Professional Service Agreement by and between the County of Humboldt and Stanford University for evaluation support for assessing Stanford REACH Lab’s educational programs for fiscal years (FY) 2025-26 through 2026-27;
2. Authorize the Department of Health and Human Services (DHHS) - Public Health Director, or a designee there of, to execute the attached Professional Services Agreement by and between the County of Humboldt and Stanford University for FYs 2025-26 through 2026-27;
3. Authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the attached Professional Services Agreement with Stanford University, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Direct the Clerk of the Board to provide the DHHS - Public Health Branch with one certified copy of the Board Order pertaining to this item.

DISCUSSION:
On Sept. 12, 2023, the Board of Supervisors authorized the Humboldt County DHHS - Public Health to accept funding made available through the California Department of Public Health’s Cannabis Education Youth Prevention Grant. The purpose of the grant is to support efforts toward expanding activities in youth cannabis education and prevention, particularly in rural areas in Southern Humboldt County where substance use prevention programs are often under-resourced.
Stanford University will offer unique and tailored training on Smart Talk About Cannabis, Safety First, and the Healthy Futures: Cannabis Curriculums for the DHHS - Public Health staff. These are data driven curriculums that focus on cannabis awareness and use prevention for grades 7 through 12, and they align exactly with the California Department of Public Health’s Cannabis Education Youth Prevention grant deliverables.
Stanford will also train staff on the REACH Lab’s Data Dashboard and provide evaluation and technical assistance on using the curriculums and collecting and inputting program evaluation data. They will assist Public Health staff with completing the Final Evaluation Report when grant activities conclude in June 2027. Their team will provide critical subject area expertise and support to qualitative and quantitative data analysis for FY 2023-24 to 2026-27 that will be a mandatory component of this report.
Without Stanford University’s collaboration, DHHS-Public Health staff will not have the skills or capacity to complete the robust qualitative and quantitative data analysis that is a required component of the Final Evaluation Report. Additionally, if the agreement is not approved, staff will not have the opportunity for specialized training and technical assistance to be able to successfully implement Stanford University’s cannabis use prevention educational programs in Southern Humboldt County throughout the remainder of the grant period.

Narrative Explanation of Financial Impact:
This agreement will be fully funded through the California Department of Public Health’s Cannabis Education and Youth Prevention Program. The maximum amount of the agreement is $100,000 over the term of July 1, 2025 through June 30, 2027. Sufficient appropriation has been included in the Cannabis Education and Youth Prevention budget unit (1175452001) for FY 2025-26 in the amount of $50,000.
