RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept grant award with the California Department of Public Health for $3,972,588 for the term of Oct. 1, 2025, through September 30, 2028 for the Women, Infants and Children program; and

2.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute the attached State Standard Agreement 25-10173 for Federal Fiscal Years 2025-26 through 2027-28; and

3.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached State Standard Agreement 25-10173, after review and approval by County Counsel, Risk Management, and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one certified copy of the Board Order pertaining to this item.

DISCUSSION:

The Women, Infants, and Children (WIC) program is a federally funded program administered by the California Department of Public Health (CDPH). California has the largest WIC program in the nation. WIC provides individualized nutrition counseling, breastfeeding support, benefits to purchase healthy foods for low-income women and children, as well as referrals to healthcare providers and medical clinics. Populations served by this program include children under five years of age, those who are pregnant, have given birth, experienced pregnancy loss, and those who are breastfeeding. Many working families, including military families, migrant families, foster parents, and guardians caring for children under 5 years, may also be eligible.

 

The County of Humboldt has participated in the WIC program since 1976. Department of Health and Human Services - Public Health Branch (DHHS - Public Health) WIC serves approximately 2,880 participants monthly at four locations: Eureka, Fortuna, Garberville, and McKinleyville. In addition to the core WIC services mentioned above, DHHS - Public Health offers a weekly “Baby Café” support group for new parents, new books for children to take home at each appointment, and local Farmers’ Market vouchers for produce purchases.

 

The WIC program supports the Healthy Beginnings and Adverse Childhood Experiences (ACE) Priority Area of the County of Humboldt Community Health Improvement Plan’s goal number one: to promote a healthy start and ongoing protective factors for children and families.

Narrative Explanation of Financial Impact:

Approval of the State Standard Agreement #25-10173 with CDPH will allow DHHS - Public Health to be reimbursed a maximum of $3,972,588 in Public Health Fund (1175), WIC Budget Unit (415) for the period of Oct. 1, 2025, through Sept. 30, 2028. Funding in the amount of $1,342,716 for Fiscal Year (FY) 2025-26 of the agreement was included in the adopted county budget. Funding in the amount of $1,314,936 will be included in the annual budget processes for FY 2026-27 and FY 2027-28. 

 

STAFFING IMPACT:

Acceptance of the State Standard Agreement 25-10173 will have no impact on current staffing levels. Existing staff will continue to be supported through acceptance of this grant.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve these recommendations; however, it would result in a loss of both funding and services to the county.
