RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Chair to sign Resolution No. ______, the Governing Body Resolution (Attachment 1) for the EMPG, HSGP, and EMPG-ARPA and direct the Clerk of the Board to certify; and

2.                     Direct the Clerk of the Board to return three (3) signed and certified copies, of the above-named resolution, to the Sheriff’s Office, Attn: Tammi Gilbert, for immediate submission to the California Governor’s Office of Emergency Services.

DISCUSSION:

The U.S. Department of Homeland Security, through the State of California Governor’s Office of

Emergency Services (CalOES), provides funding assistance to counties to support

comprehensive emergency management activities at the local level.

 

The Sheriff’s Department receives the EMPG award every year which provides support to continue the county’s local emergency and disaster preparedness, planning, response and mitigation activities. The County of Humboldt receives the HSGP award every year which provides funding for equipment and training to law enforcement, fire service, public health, and emergency management agencies in the Humboldt Operational Area.  The EMPG-ARPA is a one-time grant award for grant fiscal year 2021 to help with emergency preparedness infrastructure and resiliency. 

 

The governing body resolution (attachment 1) is needed to complete the application for financial assistance through the EMPG, HSGP, and EMPG-ARPA programs.

 

FINANCIAL IMPACT:

The EMPG provides essential funding for the Humboldt County Sheriff’s Office of Emergency Services on a reimbursement basis. The EMPG funds OES staff salaries and the countywide mass notification and incident communications system. The award amount for EMPG 2021 is $151,917 with a 1:1 match the budget will be $303,834. 

 

The Sheriff’s Office in anticipation of this award already budgeted $152,230 with a general fund match of $152,230 for FY2021-22 in budget unit 1100-221850 as part of the annual budget submission.  Since the award was slightly less than anticipated, the Sheriff’s Office will submit a Supplemental Budget to reduce the award amount.

 

The HSGP funding is 100 percent grant reimbursable with no match requirement. An allowance of 5 percent is included in the allocation for management and administrative costs. This grant typically funds equipment, technology, and training opportunities for law enforcement, fire, public health, OES and search and rescue organizations. The 2021 allocation is $206,104.  The Sheriff’s Office will submit a Supplemental Budget request for budget unit 1100-221820 HSGP-2.

 

The EMPG-ARPA grant will be used for building infrastructure and community resiliency for emergency services.  The 2021 EMPG-ARPA award is $61,004.  The Sheriff’s Office will submit a Supplemental Budget request for budget unit 1100-221858 EMPG-ARPA.  

 

Due to the time it takes for CalOES, the pass-through entity, to establish procedure once awarded by the Department of Homeland Security, these awards are usually made after the start of the funding cycle.

 

The Supplemental Budgets for these grants will be submitted under a separate agenda item to allow more time for the Auditor-Controller’s Office to review and approve so as to not jeopardize meeting the deadline for submission of the Governing Body Resolution to complete the application.

 

There is no additional request of general funds for any of these grants.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could deny this request, however this is not recommended as it would jeopardize the operations of Humboldt County emergency preparedness and response.
