RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, and/or designees thereof, to execute, the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County for the period of February 15, 2022 through February 14, 2023; and

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, and/or designees thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached subcontract agreement with Advocates for Human Potential, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to provide one (1) fully executed certified copy of the Board order related to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

The California Department of Health Care Services (“DHCS”) released a Request for Applications at the end of 2021 seeking behavioral health agencies and first responder, law enforcement and community stakeholder groups that want to improve and enhance their collaborative response to individuals facing mental health or substance use crises. There was over Sixteen Million Dollars ($16,000,000.00) available to support local and statewide efforts to improve first responder, law enforcement and other community efforts to address behavioral health crises.  These funds support collaborative planning, capacity building, strategic program development and first-year implementation.  DHCS contracted with Advocates for Human Potential, Inc. to distribute funds for approved applications.

 

The attached subcontract agreement with Advocates for Human Potential, Inc. will allow the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to receive up to Four Hundred Twenty-Six Thousand Two Hundred Forty-Eight Dollars and Sixty-Six Cents ($426,248.66) for the purpose of assigning one (1) existing Project Director (Senior Program Manager), Administrative Analyst II and Supervising Mental Health Clinician to the Mobile Intervention Services Team and hiring and imbedding two (2) Mental Health Clinicians, two (2) Case Managers and two (2) Peer Coaches into Humboldt County Sheriff Office patrol operations to co-respond to mental health calls for service as part of the Behavioral Health Mobile Crisis and Non-Crisis Services Project.  The attached subcontract agreement with Advocates for Human Potential, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, and/or designees thereof, to execute, the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County for the period of February 15, 2022 through February 14, 2023.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, and/or designees thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached subcontract agreement with Advocates for Human Potential, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County.

 

FINANCIAL IMPACT:

Available funding for the attached subcontract agreement with Advocates for Human Potential, Inc. is from Federal Coronavirus Response and Relief Services Accountability Act in the amount of $61,211.85 for fiscal year 2021-2022 and $365,036.81 for fiscal year 2022-2023.  Revenue and expenditure appropriations related to attached subcontract agreement with Advocates for Human Potential, Inc. have been included in the approved fiscal year 2022-2023 budget for DHHS - Behavioral Health Administration budget unit 1170-424.  As a result, approval of the attached subcontract agreement with Advocates for Human Potential, Inc. will not impact the Humboldt County General Fund. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County.  However, this alternative is not recommended since it will not allow DHHS - Behavioral Health to obtain funding that will be used to imbed Clinicians, Case Managers and Peer Coaches into Humboldt County Sheriff Office patrol operations to co-respond to mental health calls, addressing crisis needs within the community.
