RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Humboldt Senior Resource Center regarding the provision of housing maintenance and supportive services that are designed to prevent senior citizens and adults with disabilities from becoming homeless for the period of May 1, 2020 through Nov. 30, 2021;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Humboldt Senior Resource Center, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Humboldt Senior Resource Center to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
On July 23, 2019 (Item C-11), the Board approved an intergovernmental transfer (IGT) agreement authorized by California Welfare and Institutions Code Sections 14164 and 14301.4. California counties participating in Medi-Cal managed care, including the County of Humboldt as a member of Partnership HealthPlan of California, qualify for additional federal Medicaid funds for health services if they enter into IGT agreements with the California Department of Health Care Services. The Humboldt County Department of Health and Human Services is eligible to participate in an IGT that draws down additional federal funds for Medi-Cal services provided in Humboldt County.
On Sept. 10, 2019 (Item C-9), the Humboldt County Board of Supervisors approved a professional services agreement with Humboldt Senior Resource Center regarding the provision of housing maintenance and supportive services to senior citizens and adults with disabilities as part of the California Business, Consumer Services and Housing Agency’s Homeless Emergency Aid Program (HEAP). In working collaboratively with the Humboldt Senior Resource Center, the Humboldt County Department of Health and Human Services (DHHS) has identified a need to implement various activities which address the needs of senior citizens and adults with disabilities that do not fit well within the scope of the HEAP grant. As a result, DHHS and Humboldt Senior Resource Center mutually agreed to terminate the professional services agreement dated Sept. 10, 2019, and utilize IGT funding to enter into the attached professional services agreement regarding the provision of housing maintenance and supportive services that are designed to prevent senior citizens and adults with disabilities from becoming homeless.
The attached professional services agreement with Humboldt Senior Resource Center will allow low-income senior citizens and adults with disabilities who are enrolled in Medi-Cal to receive housing maintenance and supportive services that are consistent with the County of Humboldt’s goals and objectives for reducing homelessness in Humboldt County for the period of May 1, 2020 through Nov. 30, 2021. It should be noted that the attached professional services agreement with Humboldt Senior Resource Center comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Humboldt Senior Resource Center regarding the provision of housing maintenance and supportive services that are designed to prevent senior citizens and adults with disabilities from becoming homeless for the period of May 1, 2020 through Nov. 30, 2021. It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Humboldt Senior Resource Center, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any delays in the provision of needed housing maintenance and/or supportive services.
FINANCIAL IMPACT:
The attached professional services agreement with Humboldt Senior Resource Center has a maximum amount payable of $250,000 for the period of May 1, 2020 through Nov. 30, 2021. However, in the event that local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Humboldt Senior Resource Center in its entirety.
Expenditure appropriations related to the attached professional services agreement with Humboldt Senior Resource Center have been included in the approved fiscal year 2019-2020 and 2020-2021 budgets for DHHS - Social Services budget unit 1160-511. Funding for the attached professional services agreement with Humboldt Senior Resource Center is available through IGT revenues received by DHHS. As a result, approval of the attached professional services agreement with Humboldt Senior Resource Center will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, improving the safety and health of our communities and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Humboldt Senior Resource Center regarding the provision of housing maintenance and supportive services that are designed to prevent senior citizens and adults with disabilities from becoming homeless. However, this alternative is not recommended since it will not allow for the provision of needed housing and homeless prevention services.
