RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution to implement the Building Forward Library Infrastructure grant for the Arcata Library;
2. Ratify the Auditor/Controller signature and authorize the Auditor/Controller to sign the letter verifying availability of Library match funds for the project; and
3. Return to the Humboldt County Library three executed copies of the resolution and the verification of match funds letter from Auditor/Controller.

DISCUSSION:
The City of Arcata received $225,833 in Building Forward grant funds for life safety and critical infrastructure improvements for the Arcata Library. The City of Arcata is providing $12,917 in matching funds. The Library is asking your Board to authorize the Auditor/Controller to sign a letter verifying the availability of $100,000 in match funds from the Library Fund (1500) for this project.
For the last 38 years, the City of Arcata and Humboldt County Library have provided the Arcata community with an inviting center for literacy, learning and connection.
With a goal towards increasing life safety and access to the library, the City of Arcata (City) and County of Humboldt completed an Americans with Disabilities Act (ADA) Access Compliance Assessment between 2017 and 2020. The proposed construction alterations at the Arcata Branch of the Humboldt County Library will primarily involve ADA upgrades and deferred maintenance repairs to the facility. This project implements the top priorities of that ADA assessment and will ensure safe access for all to this vibrant, rural library. Main project components will improve ADA access in the interior of the Arcata Library, including restrooms. Demolition of existing interior restrooms and exterior walkway will be required. A new drinking fountain, appropriate signage will be installed as well as a new ADA accessible parking stall. The City will complete environmental review and permitting, procure an engineering consultant to complete designs, work in partnership with the county to engage stakeholders in the design process, and then bid the project for construction. The construction plan will ensure continuity of library service.
These critical ADA improvements will provide the Arcata community with a safer, accessible library to continue their learning, literacy and connection building, all of which improve quality of life.
Upon grant award, the City would procure a consultant to complete engineering design and specs and produce bid-ready construction documents. The City anticipates going to construction in summer 2024 and either providing construction management in-house or including construction management as part of the engineering design services.

Narrative Explanation of Financial Impact:
The Arcata Library received a 50% reduction in the required local match contribution for this project. We are asking your board to approve $100,000 in match funds for allowable costs for this project. Funds for this project are included in the library’s adopted budget for fiscal year 2023-24.

The Library's Building Forward Implementation Team will work collaboratively with the ADA Compliance Team, and City of Arcata staff on project management, procurement and design. The Building Forward team members will build project time into their regular work schedules and the Library will not need to hire extra personnel to facilitate this project.
