RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Humboldt Area Foundation regarding the provision of cultural training, consultation and support services in an amount not to exceed $105,000 for the period of Nov. 29, 2022 through June 30, 2024;

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Humboldt Area Foundation, after review and approval by County Counsel, Risk Management and the County Administrative Office;

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with the Humboldt Area Foundation to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Over the years the Department of Health and Human Services (DHHS) has engaged in a variety of efforts to increase diversity and address racism.  National discussion of racism following precipitating events in the Summer of 2020 created a sense of urgency to prioritize the work of addressing systemic racism and inequity. The Racial Equity Steering Committee developed a draft strategic plan and recommendations to DHHS Executive Leadership, and as a result in March 2022 DHHS hired an equity program manager to facilitate equity efforts across DHHS.

 

Humboldt Area Foundation, by and through the Equity Alliance of the North Coast, has been providing cultural training and coaching services that are designed to assist DHHS staff with the development and implementation of certain processes for ensuring racial equality since Sept. 1, 2020.  The attached professional services agreement will allow Humboldt Area Foundation to continue providing necessary cultural training, consultation and support services to DHHS staff for the period of Nov. 29, 2022 through June 30, 2024. 

 

Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Humboldt Area Foundation regarding the provision of cultural training, consultation and support services for the period of Nov. 29, 2022 through June 30, 2024. Staff also recommends that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Humboldt Area Foundation, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed cultural training, consultation and support services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Humboldt Area Foundation has a maximum amount payable of $105,000 for the period of Nov. 29, 2022 through June 30, 2024. In no event shall the maximum amount paid under the attached professional services agreement with Humboldt Area Foundation exceed $70,000 for fiscal year 2022-2023 $35,000 for fiscal year 2023-2024. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with the Humboldt Area Foundation in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Humboldt Area Foundation have been included in approved fiscal year 2022-2023 budget for DHHS - Behavioral Health Funds 1170 and 1180, DHHS - Public Health Fund 1175 and DHHS - Social Services Fund 1160. Funding for the attached professional services agreement with Humboldt Area Foundation is available through state realignment, and state and federal Medi-Cal, Drug Medi-Cal and grant, revenues received by DHHS. As a result, approval of the attached professional services agreement with the Humboldt Area Foundation will not impact the Humboldt County General Fund.

The recommended actions support the Board of Supervisors’ Strategic Framework by fostering transparent, accessible, welcoming and user-friendly services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached professional services agreement with Humboldt Area Foundation regarding the provision of cultural training, consultation and support services.  However, this alternative is not recommended as it will limit effective implementation efforts and internal capacity building to address structural inequities.
