RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Public Health Director, or a designee thereof, to accept the $500 donation from the Wolff Family Trust and all subsequent donations from the Wolff Family to Nurse-Family Partnership, reporting to the Board as required by Government Code section 25355.

DISCUSSION:

The Nurse-Family Partnership Program, Department of Health and Human Services - Public Health (“DHHS - Public Health") is an evidence-based home visitation program which allows first-time, low-income mothers to receive home visits from a Public Health Nurse.  The Nurse-Family Partnership Program has been shown to have positive impacts on child and maternal health, rates of child abuse and neglect, long-term birth rates, rates of incarceration, educational success, maternal employment, and parental capacity.  Reporting to the Board as required by Government Code section 25355, the Wolff Family Trust has a history of donating $500.00 annually to Nurse-Family Partnership,  DHHS - Public Health. These funds purchase ancillary client materials such as books and artwork supplies for projects or expenses that would be reimbursed through Petty Cash. Art projects that the Public Health Nurse completes with the client and child include hand turkeys at Thanksgiving, and milestone footprint paintings. Books include Welcome Little One or One Small Step Can Save Your Life. The Nurse-Family Partnership criterion of building a trusting relationship; empowering the first-time parents; and instilling them with the confidence to achieve a better life for their family guides the Public Health Nurse in their decisions what ancillary client materials to provide for their client. Accordingly, DHHS - Public Health recommends that the Board approve, and that the Board authorize the DHHS - Public Health Director, or a designee thereof, to accept this donation to  Nurse-Family Partnership.

Narrative Explanation of Financial Impact:

The acceptance of the Wolff Family Trust donation will allow DHHS-Public Health to receive $500 for FY 23-24 in Fund 1175,426- Nurse-Family Partnership (NFP). This donation will allow NFP to continue to buy client support materials. This was anticipated and will be deposited into the Public Health Donations Trust Fund 3910. There is no impact to the County General Fund.

There isn’t a staffing impact from this donation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to accept the donation to Nurse-Family Partnership.  However, this alternative is not recommended as it would limit materials and artwork projects provided during home visitation services to first-time, low-income mothers in Humboldt County.
