RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the extension of extra-help employment hours for Laura K. Estetter, Hourly Extra Help, to a maximum of 1,920 hours for fiscal year 2021-2022 (4/5 vote required).
2. Approve an advanced step increase for Laura K. Estetter, Extra Help Election Worker (class 0191, position XI) from Step lA (range 328) to Step C (range 328), effective the pay period beginning May 1, 2022, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).
3. Approve an advanced step increase for Linda D. Bartlett, Extra Help Election Worker (class 0191, position XI) from Step lA (range 328) to Step B (range 328), effective the pay period beginning May 1, 2022, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).
4. Approve an advanced step increase for Norman Allan Dutra, Extra Help Election Worker (class 0191, position XI) from Step lA (range 328) to Step B (range 328), effective the pay period beginning May 1, 2022, pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).

DISCUSSION:
Due to staffing shortages, the Elections Department is requesting an extension of extra help hours to the total of 1,920 hours for the remainder of fiscal year 2021-2022 for Laura K. Estetter. Furthermore, the upcoming election has resulted in a need for election workers with strong election experience to fill in with duties usually assigned to Election Specialists. Laura K. Estetter, Linda D. Bartlett, Margaret Shogren Young, Catharine Coventry, Norman Allan Dutra, and Solyra Sepulveda each served in such capacities. The requested extension of extra-help hours, and salary step increases is necessary to staff vital Elections programs.
FINANCIAL IMPACT:
The estimated salary and benefit cost for the requested extension of extra-help hours and salary step increase is $32,740.40. This is within the budgeted balance for extra-help and does not require any appropriation transfer.
All extra-help employees working beyond 960 hours are subject to paying into the California Public Employee Retirement System (“PERS”). The additional costs for PERS have been included in the estimated salary and benefit costs for the requested extension of extra-help hours.
The Affordable Care Act requires large employers with 50 or more full-time employees to offer health coverage to all full-time employees. The Elections Department is aware of the federal provisions that impact extra-help employment and is also aware that the standard measurement period provisions that impact extra-help employment and is also aware that the standard measurement period of employee hours will occur over the course of a 52-week period.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose to deny staff’s recommendations. However, this alternative is not recommended as doing so would create an increased workload for existing staff and reduce the level of service provided by the Elections Department.
