RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair to sign the resolution terminating the January 2024 Winter Storms emergency.

DISCUSSION:
On Jan. 23, 2024, the Board ratified the proclamation declaring the existence of a Local Emergency commencing around Jan. 12, 2024, due to historic flooding of the Mad River, combined with countywide flooding of small creeks and streams caused by an atmospheric river, causing extensive damage to local infrastructure, damaging numerous culverts, causing slip outs, cracking and degradation of county roads, and damaging numerous private residences, businesses and agricultural land.

The county response to this incident can now be managed within the course of regular business, with no further need for emergency protective measures or other extraordinary actions. Humboldt County Code 2210-7 specifies that local emergencies shall be terminated at the earliest possible date that conditions warrant.


FINANCIAL IMPACT:
On Feb. 20, 2024, recovery funding through the CDAA for eligible response costs was approved by Cal OES, allowing Humboldt County to submit projects for up to 75% reimbursement from the State of California.

Terminating this local emergency will also save the county in personnel costs related to emergency overtime associated with continued repair work.
